Fernando Martins
​Director of Operations

Fernando Martins joined the Canadian Army in 1985 as an Armour Officer, with the Royal Canadian Dragoons. His career was diversified, serving in numerous command and staff positions with his Regiment and with other units throughout Canada. He is a graduate of Canadian Land Force Command & Staff College (Army Management College), Canadian Forces Staff School (Army Administrative School), and the US Army Armor Officer Advanced Course (US Army Leadership Academy). He also served on operational tours in Mozambique, and Bosnia and Herzegovina. Recognized for his professionalism and distinguished actions, he was awarded the Assistant Deputy Minister (Infrastructure & Environment) Award, and the Army Commander’s Commendation. He was recently awarded the Commander Canadian Joint Operations Command Commendation for his support to the Medicine Hat flood response Task Force.

His final military position was the G3 (Base Operations Officer) at CFB Suffield, Alberta, the largest Army Base in the Commonwealth. He retired as a Major from the Canadian Forces in 2007, after 22 years for notable service. He continued to support the military as a Public Servant with the Department of National Defence, and remained at CFB Suffield. Here, he was the Base Technical Services Officer (G4) providing logistical support to this large Army Base, the British Army Training Unit Suffield (BATUS), and Defence Research Development Canada Suffield (DRDC).

In November 2013, he joined the Strategic Operations team as the Director of Canadian Operations. He brings a wealth of experience in leadership, management, training, contracting and logistical support.

Dave Olsen
Chief of Medical Operations

Dave Olsen is a Canadian Physician Assistant (PA) who graduated from the Canadian Forces Medical Training Centre in 2001. In July 2016, he retired at the rank of Master Warrant Officer (Senior Non Commission rank) from the Canadian Forces Health Services Group after 31 years of loyal service.


During his career, he served as Medic for 16 years and as PA for the remainder of his career. He had the privilege to deploy overseas on numerous occasions with Canadian Special Operation Forces Command (CANSOFCOM) as Senior Medical authority and Senior Medical Advisor for Task Force Commanders. During his career, he developed an expertise in advance trauma training and trained hundreds of soldiers before deployment in hostile environments.


He retired as the Senior Physician Assistant with the CANSOFCOM, where he provided advice and guidance to the Command Surgeon and CANSOF units with an emphasis on strategic planning and training. Over the years, he acquired expertise in operational medicine, strategic, operational and tactical medical planning, medical clinic management and medical care delivery. He is fully bilingual.


Working with ST/OPS Tactical Training Canada as Chief Medical SME, he provides expertise in the medical field, developing training programmes and delivering advance medical training to military personnel, law enforcement agencies, and Federal Governmental Departments.

Lee Encinas

Logistics and Training Coordinator

Lee joined the Canadian Army in 1995 as a Crewman and served with the British Columbia Regiment (Duke of Connaught’s Own). He transferred to the Regular Army in the same trade in 1996. and was affiliated exclusively with Lord Strathcona’s Horse (Royal Canadians).  He served at various locations within Canada and deployed overseas on numerous operations. In December 2016, he retired at the rank of Warrant Officer while serving as the Operations Warrant Officer for the South Alberta Light Horse after 21 years of cumulative service. 


During his career, he performed several combat and administrative functions including crewed positions in armoured reconnaissance and tanks, Regimental Combat Intelligence, Command Post Operations, Storeman, Administration Sergeant, Instructor, Troop Warrant and Leader, Transport NCO, Training Sergeant, and Squadron and Operations Warrant. 


Upon his Retirement from the military, Lee worked as an electrician and earned his Journeyman certificate and Red Seal.  Lee also has a diploma in Administrative Office Management. 


In February 2023, Lee replaced the distinguished Ken Lockie at ST/OPS Tactical Training Canada upon Ken’s retirement.  In this capacity, Lee brings his expertise in administration, planning and logistics to aid in the tradition of success established by his predecessor.

Patrick Papineau
Medical Products Sales Manager 

Patrick Papineau is a Canadian Physician Assistant (PA) who graduated from the Canadian Forces Medical Training Center in 2005. In March 2012, he retired at the rank of Master Warrant Officer (Senior Non-Commission rank) from the Canadian Forces Health Services Group after 22 years of loyal service.

During his career, he served as medic for 13 years and as PA for the remaining of his career. He had the privilege to deploy on numerous occasions with Canadian Special Forces Command as Senior Medical authority and Senior Medical Advisor for Task Force Commanders. During his career, he developed an expertise in advance trauma training and trained hundreds of soldiers before deployment in hostile environment.

He Retired as Senior Physician Assistant with the Canadian Special Operation Forces Command (CANSOFCOM), where he provided advice and guidance to CANSOF units with an emphasis on strategic planning. Over the years, he acquired expertise in operational medicine, strategic, operational and tactical medical planning, medical clinic management and medical care delivery.

From 2014 to Jan 2017, he operated his own consulting company in the operational and tactical medical field, where he supported several companies including ST/OPS Tactical Training Canada.

In January 2017, he joined the ST/OPS Tactical Training Canada team on a fulltime basis as the Chief of Medical Operations; however in March 2018, he took a pause from work to pursue a life-long dream to travel by boat the America’s great loop.  He has returned to ST/OPS Tactical Training Canada as the Medical Products Sales Manager as well as a medical instructor.  He is pleased to provide service to clients in French and English.
